Supramike- Not sure how it works in Macedonia, but I know that in the US, unless in civil law, the government and prosecutors decide whether or not to press charges, not the family.. Example; if a battered wife won't testify against her husband but there's still sufficient evidence, the government will continue with the case- thus the cases are NY State vs. Supra Man, not Battered Wife vs. Supra Man.
