The lamborghini just needs a bumper cover or two, hood, tail light, headlights, and few other pieces to be drivable again not a total loss.  Those crach standard are different.  When i was looking at skylines could import because of seat belts.  New cars are so much different than older ones because if it was a fifties or sixties car with lapbelts it would've been ok.  Air bags and all how much different is the tests no days other than emissions.

High priced cars should be able to forgo the crash testing. People aren't buying these things for their safety, they're buying them to go fast. If the buyer is fully aware of what he's buying the government should stop people from buying them.

American engine in a TVR sounds good to me! I think the SRT10 engine will fit better in a TVR
